CHERYL CASONE (HOST): You have to start asking where is the waste? Is there fraud? All the questions that Nick Shirley asked about the hospice facilities in California. Let's start to ask that about the homeless industrial complex, which is what I call it.
TODD PIRO (HOST): Hey, that makes New York's $80,000 plus per homeless person allocated look like a bargain.

PIRO: The argument is we can't put all these people in one big building called a shelter because of security concerns. I don't know about you, I feel like you can take every single homeless person in a city, put them in one location, and pay security to keep everybody safe for a lot less than that. Whether it's New York, L.A., any city, town in America.
