JOE DIGENOVA: While some people may think this is bad news for Mueller, et cetera, et cereta, it isn't.

The issue is payments made with the knowledge of the candidate are not necessarily illegal per se, so it's going to require some additional proof and evidence about what this all means and those charges are usually handled civilly but in this case they have not been and so this needs to be fleshed out.
