JUAN WILLIAMS (CO-HOST): The most interesting aspect of this is Mick Mulvaney, the budget director, says “taxpayer first budget.” What do you think?
GREG GUTFELD (CO-HOST): I think there's a lot of great stuff in here, and I'm not sure if it's cuts or the rate of growth is being reduced, which means it still goes up. But they're -- they're talking about -- look at the positives here, job training, apprenticeships, reforms that encourage work if you're getting any hand-outs. Encouraging work, you're breaking the grip of dependency, the reforms to the food stamp program.
What this is doing is it's actually raising the question about the war on poverty programs and the effects that they've had. Since the war on poverty, you've seen racial gaps in income levels, test scores, unemployment, illegitimacy rates.
What if these war on poverty programs actually didn't exist? Billions of people might be independent, successful individuals instead of dependent.
