CHARLES PAYNE: I think President Trump was talking about the knee-jerk reaction on Wall Street. All you have to do is look at history. From the day he was elected to the inauguration day the market was up 15 percent. Conversely when President Obama was elected the market crashed, right, it went down 14, almost 15 -- I'm sorry, Trump was up 9 percent, President Obama was down 14.8 percent and President Bush was down almost 4 percent. There is an instant reaction on Wall Street.
