MEGYN KELLY (HOST): So we can't have Trump going in without the invitation of this governor. I'm sorry, but we can't have it. He does not have the constitutional permission to do it. And I think, and I hope -- I'm sorry for the people of Chicago because I wish their governor would be better and ask for help. But I think Trump knows that.
