People in the states had every right to select alternate electors and send them forward in case Congress rejected the ones that they saw in the first place. That is all part of politics and campaigns, it's been a part of our history no one has ever been prosecuted as you pointed out for the 1876 election. No one was prosecuted for Hawaii in 1960 that changes for John F. Kennedy. I will say this, people aren't giving Donald Trump credit, he could've gone after Hilary Clinton based on the kind of charges being brought against him but he chose not to prosecute anybody involved with the Hillary Clinton campaign.
