NEWT GINGRICH (FOX NEWS CONTRIBUTOR) I think the great irony of all of this is that the city of San Francisco, in its usual irresponsible way, has already declared an emergency even though no one in San Francisco has so far shown that they have the disease. And ask yourself this: If you've got 40 or 50,000 homeless people, how are you going to quarantine them? What are you going to do in San Francisco?
