Because they are presenting fraudulent claims, they don't qualify under the rules of asylum: escaping fear, persecution because of religious or their political positions. HOMAN: Absolutely. We gotta detain them. Because here's the issue, here's why these caravans keep coming. If we don't detain them long enough to see a judge, and they get released, many don't show up in court and even if they do show up in court 90 percent get told no, and less than 5 percent have left the Untied States. So it is an open borders policy.
