MIKA BRZEZINSKI (HOST): And then Evelyn, when you talk about community policing and you talk about these efforts, I feel like I've heard these words many time before. Isn't that what's been done? What's not working?
EVELYN FARKAS: They're not doing enough. So these communities, and I'm talking now about Europe, but these communities, especially in Brussels, the Molenbeek area, where it's majority-Muslim Belgians, and they are not well-integrated into the rest of Belgian society and my guess is --
BRZEZINSKI: What does that mean? What does that mean?
FARKAS: So that means they don't have the same opportunity for jobs. They're looked down upon because of their religion. The whole mindset in Europe needs to shift in order to give these people equal opportunity and also, frankly, respect. People feel like they're not -- these communities do not feel sufficiently respected and accepted within many of these European countries. And I'm not saying across the board. Germany, for example, has learned a lot through their experience with their Turkish ethnic now-citizens, many of them. But there's still a long way to go in Europe. And even if you have trouble assimilating them, you have to give them equal opportunity to make a living and to be a contributing part of society. A lot of these young men didn't have very many opportunities.
BRZEZINSKI: Steve, quick.
STEVE CLEMONS: If I may, Ted Cruz's comments infuriated me. It gives ISIS exactly what ISIS wants, which is to further alienate, exacerbate the tensions. There are heroes in these communities in Molenbeek, inside the suburbs of France, inside Germany, who are champions of inclusion, who try to reach out. It needs to go a lot farther like Evelyn said. But to basically try in divide those and segment those communities exacerbates the inferiority that those communities already feel.
