    After new U.N. IPCC climate report comes out, only 22 of the top 50 U.S. newspapers' homepages made note of it

    A United Nations scientific panel released a major new climate change report on the night of October 7, warning of dire consequences if world governments don’t take unprecedented and dramatic steps in the next decade to rein in greenhouse gas emissions. The next morning, the majority of top U.S. newspapers failed to mention the report on their homepages.

    IPCC report warns that fast, sweeping action is necessary to fight climate change

    At 9 p.m. EDT on October 7, the U.N. Intergovernmental Panel on Climate Change (IPCC) released its long-awaited special report about what will happen if the average global temperature rises more than 1.5 degrees Celsius above pre-industrial levels, and what would be required to prevent such a rise. The average temperature has already risen 1 degree C worldwide, and we will see dramatic and deadly impacts if it rises 2 degrees or more, which is now considered extremely likely. The IPCC report was requested by world leaders as part of the 2015 Paris climate agreement. The report emphasizes the need for unprecedented action in the coming years to prevent the worst effects of climate change, and warns of the dire impacts if humanity fails to take that action.

    The majority of top U.S. newspapers neglected to cover the IPCC report on their homepages

    Between 9 a.m. and noon EDT on October 8, Media Matters analyzed the homepages of the top 50 U.S. newspapers as ranked by average Sunday circulation. Twenty-eight of the papers did not mention the report on their homepages at all:

    Of the above newspapers, 10 serve cities that are listed among the "25 U.S. Cities Most Affected by Climate Change" in a 2015 report: Baltimore, Buffalo, Columbus, Denver, Louisville, Newark, Philadelphia, Pittsburgh, Portland, and St. Paul.

    Other major newspapers in cities heavily affected by climate change also failed to highlight the IPCC report. The Las Vegas Review-Journal, the largest newspaper in Nevada, did not note the report on its homepage. Las Vegas is ranked third in the list. The Miami Herald also did not mention the IPCC report on its homepage, though it did link to an article about how the risk of sea-level rise threatens real estate prices. Miami will be particularly affected by sea-level rise; a study published last year in the journal Nature concluded that rising seas as a result of climate change could cause more than 2.5 million Miami residents to flee the city.

    During the third presidential debate, Fox anchor and debate moderator Chris Wallace asked Trump if he would accept the integrity of the American electoral process if he lost. Trump, who has spent the last few weeks claiming that the only way he could lose is if the election were rigged against him, said he will “look at it at the time” and will keep Americans “in suspense.” Media recoiled at Trump’s comment, calling it “horrifying” and a “rejection of U.S. democracy.”

  • With Billions About To Be Spent In Political Ads, Media Coverage Is Crucial In Keeping Them Honest

    With billions of dollars expected to be spent on political television and radio ads in 2016, the media's role in keeping those ads honest could not be more important. A recent example in Wisconsin shows the impact and value of media fact checks of ads, a public service for voters that will be increasingly valuable as the campaign season intensifies.

    The Wisconsin Senate Race And The Veteran’s Affairs Blame Game

    The Wisconsin race between incumbent Republican Sen. Ron Johnson and his challenger, former Democratic Sen. Russ Feingold, has demonstrated the value of providing a bigger picture when reporting about political ads.

    The ad in question was released by Freedom Partners Action Fund, a super PAC funded by the oil billionaire Koch brothers’ network. In the ad, former Department of Veteran’s Affairs (VA) employee Ryan Honl blames Feingold for failing to act on a 2009 memo sent to the then-senator’s office that described potentially dangerous opioid prescription practices by VA doctors. In the ad, Honl claims Feingold ignored the memo and ties the inaction to veteran deaths.

    The ad backed by Freedom Partners’ $2 million buy was newsworthy, as it showed the escalation of the Feingold/Johnson race. But some initial reports in Wisconsin media missed the full story. Green Bay’s WBAY and Madison’s WKOW reported that the ad was backed by Freedom Partners and Koch brothers, but both failed to look into Honl’s role in the VA scandal.

    In contrast, the Milwaukee Journal Sentinel provided more context for Honl’s past positions. The paper found that Honl, who is a supporter of Johnson, had previously criticized Johnson for the very same inaction he now claims makes Feingold unfit for office. They also reported that while Honl claims Feingold recieved the memo in 2009, “Feingold has said there is no record of his office receiving the memo.” Furthermore, the Sentinel reported that Honl filed a similar complaint with Johnson’s office in 2014, and the senator’s office then referred the situation to the Senate Subcommittee on Federal Contracting Oversight, where “the complaints died.

    Lawyers representing Feingold’s campaign wrote to state TV stations challenging the ad’s accuracy, and three stations pulled it off the air. Since then, fact checking website Politifact reviewed the ad’s claim that Feingold failed to act after receiving the 2009 memo as “false.”

    Fact-Checking Political Ads

    Political ad watchdog group, a project of the University of Pennsylvania and sister site to political critic site, categorized Freedom Partner’s ad as “misleading by not telling the whole story.” FlackCheck provides viewers and reporters with tools needed to identify misinformation within political ads. The website lists six main types of misleading tactics:

    Misunderstanding the Process identifies ways in which misleading assumptions about the nature and extent of executive or legislative power drive problematic promises, attacks and self-congratulatory communication. So, for example, the complexity of the legislative process makes it possible for bills and votes to be misconstrued.

    Misleading Use Of Language features ways in which politicians exploit the ambiguities and connotations in words to prompt unjustified conclusions.

    Misleading Audio/Visual Cuing illustrates how pictures and sound can be manipulated to elicit false inferences.

    Misleading By Not Telling The Whole Story focuses attention on the process by which political sins of omission, including selective uses of evidence, deceive.

    False Logic covers common errors in argument that lead audiences to faulty conclusions.

    Hypocritical Attack examines statements that apply a different standard to one candidate than to another or imply a difference between candidates where none in fact exists.


    Identifying and reporting on these misconceptions is increasingly important as the volume of ads increases ahead of the election. The Wesleyan Media Project has noted that the proportion of ads that are negative has been steadily increasing since 2000 and that three-quarters of the ads in the 2012 presidential campaign “appealed to anger.” History has shown that negative ads often include false information, but voters do not necessarily distrust negative ad campaigns. In one study published in American Politics Research, researchers found that “negative campaign messages have no consistent effect on perceptions of informativeness.”

    While attack ads often contain misinformation -- and research shows citizens often do not make the connection between these ads and their ability to inform on the issues -- there is research showing that fact checks can provide a measureable balance. According to an article in Political Communication by Kim Fridkin, Patrick J. Kenney, and Amanda Wintersieck, fact-checks can make a big difference:

    [F]act-checks influence people’s assessments of the accuracy, usefulness, and tone of negative political ads. Furthermore, sophisticated citizens and citizens with low tolerance for negative campaigning are most responsive to fact-checks. The fact-checks also sway citizens’ likelihood of accepting the claims made in the advertisements. Finally, negative fact-checks (e.g., fact-checks challenging the truthfulness of the claims of the negative commercial) are more powerful than positive fact-checks.

The editorials chastised "obstructionist" senators for their "stupendous show of political malfeasance" and warned that the obstruction is "out of sync with the nation's best interests," among other criticisms.

    As Wisconsin Gov. Scott Walker formally enters the presidential race, journalists in his home state say the national press should focus their reporting on his polarizing history fighting abortion rights, gay marriage, and public information disclosure, while also highlighting his push as a state assemblyman for mandatory prison time that has overwhelmed the state's prison system.

    Many Badger State scribes also point to the state's poor economic record, while describing Walker as an "extreme" politician whose far-right approach may not work in a national race.

    "He is not as charismatic as I think a lot of people think," said John Nichols, an associate editor at the progressive Capital Times in Madison. "The drama, the excitement associated with Scott Walker is that he did some extreme things that scared a lot of people."

    "He's a pretty polarizing character," said political reporter Kate Pabich of WMTV, the NBC affiliate in Madison. "If he gets the GOP primary nomination he is going to have a hard time appealing to a national stage. The things he's done, the ultra-conservative things he's done, the 20-week abortion, the stance on gay marriage, will be an issue."

    Pablich was referring to the state ban on abortion after 20 weeks, which passed in the Wisconsin Assembly just last week -- with no exceptions for rape or incest, reportedly at Walker's insistence -- and which is likely to get Walker's approval.

    Milwaukee Journal Sentinel capital reporter Jason Stein said the abortion ban is important because "that could be banned at the national level" if Walker is elected president.

    Stein also said media should examine a so-called "right-to-work" law Walker signed in March that strips unions of vital resources by allowing private-sector employees to opt out of paying union dues, as well as his support for a severely restrictive public information overhaul that would have disallowed public access to many state records and documents.

    "They were sweeping," Stein said of the public information restrictions. "They would have exempted the vast majority of legislative documents" from review, allowing "the administration as well as any other state agency to withhold deliberative materials used to arrive at a policy decision," he concluded.

    After the restrictions were approved in the legislature's Joint Finance Committee, they were shelved following public outcry.

    Stein, who co-wrote a book about Walker's 2011 collective bargaining battle with state unions, also urged national reporters to look at Walker's time as Milwaukee County Executive, adding, "There was much more gridlock and his not being able to accomplish what he wanted. He was head-butting a lot with a Democratic County board."

    Capital Times' Nichols said Walker's claims about a great economic record in Wisconsin are misleading.

    "The Wisconsin economic story is not a particularly good story," he said. "Wisconsin trails a lot of neighboring states in economic vitality; its job growth is not particularly good."

    He said Walker promised when he first ran in 2010 to create 250,000 new jobs in his first term. But that fell far short, according to Politifact, which estimates only about 146,000 new jobs created during that time.

    "For all of his talk of becoming an economic savior, he is weaker on economics than a lot of people think," Nichols said.

    Andy Hall, executive director of the Wisconsin Center for Investigative Journalism and a former longtime reporter for the Wisconsin State Journal in Madison, agreed.

    "He did promise to create 250,000 jobs during his first term, the numbers show he got about half that goal," Hall said. "The economy here continues to concern a lot of people. Yes, jobs are being created, but are they the right kinds of jobs?"

    Hall also cited the Wisconsin Economic Development Corporation, or WEDC, which Walker created to spark job growth. A state audit in May by the non-partisan Wisconsin Legislative Audit Bureau found problems with its compliance and practices.

    Jim Fitzhenry, a top editor for Gannett Wisconsin Media, which operates newspapers and websites in 10 cities, said few national outlets seem to know about Walker's support for tighter mandatory sentencing that has ballooned the state's prison population.

    Known as "Truth-in-Sentencing," the restriction, passed by the Wisconsin state legislature in 1998, requires that many inmates serve their entire sentences without parole and increased the length of prison time for others.

    Walker co-sponsored the legislation as a state assemblyman and helped lead it to passage as chair of the state assembly's Committee on Corrections and the Courts, according to a lengthy report on his past prison reform actions in The Nation earlier this year.

    "It took away quite a bit of judicial discretion in sentences," Fitzhenry said. "Unlike a lot of his counterparts, Scott is still very much adamant for Truth-in-Sentencing."

    The Nation report detailed how Truth-in-Sentencing overburdens the Wisconsin prison system so much that it had to contract with a private prison operator, Corrections Corporation of America, whose executives have also contributed to Walker's campaigns.

    A 2004 Journal Sentinel analysis of the law looked at data from Truth-in-Sentencing's first four years in existence and estimated that it would cost the state an additional $1.8 billion through 2025.

  • How A News Coalition Dug Up Scott Walker's Email Secrets

    This week's release of 27,000 emails linking Wisconsin Gov. Scott Walker to his staff's illegal engagement in political activities while he was Milwaukee County executive did not occur through the generosity of state officials, but through the diligence of journalists.

    The emails and hundreds of court documents made public under court order Wednesday came about after a five-month battle in which several news outlets, led by the Milwaukee Journal Sentinel, joined forces to demand access to public records.

    The emails, including those from private accounts, revealed that some of Walker's staff were discussing and illegally performing campaign work on county time and in county offices in 2009 and 2010. They were discovered through a Milwaukee County District Attorney investigation dating back to 2010 that has already resulted in the convictions of six county staffers.

    The investigation was conducted under Wisconsin's so-called "John Doe" provision, a special secret inquiry that strictly limits information that can be revealed during the proceedings and even after their completion. Among the findings was the existence of a secret email router in the county executive's office that allowed staffers to send and receive emails through private accounts not monitored by the county's regular email system.

    The county staffers targeted in the probe included Walker's former chief of staff, Kelly Rindfleisch, who pleaded guilty in 2012 to a single count of felony misconduct in public office and was sentenced to six months in jail. When she appealed her conviction last year, The Journal Sentinel sought to gain access to the emails, which had been sealed by the court during the investigation and subsequent appeals.

    The newspaper's effort to obtain access dates back to August 9, when Editor Martin Kaiser submitted a public records request to the current Milwaukee County executive seeking access to the emails. 

    When Kaiser's letter received no formal response, lawyers for the Journal Sentinel filed a motion on September 18 in Milwaukee County Circuit Court requesting that the district attorney be ordered to return the emails and other related documents to the county executive, who would then be required to make them available as public records.

    "Ordinarily government communications, whether by email or paper or any other form, are presumed public under our public records law," said Robert J. Dreps, the newspaper's attorney. "These were never available for request under the public records law because their existence wasn't even known until they were swept up as part of this criminal investigation."

    On September 27, the judge hearing former Walker staffer Rindfleisch's appeal ordered that numerous documents from the original John Doe investigation, including private emails from Rindfleisch's accounts, be released to the appeals court.

    The Journal Sentinel followed two days later with a letter to the judge urging that those records not be sealed so that the newspaper can gain access if its motion is granted. On October 3, Rindfleisch filed a motion to seal the documents in her appeals case, including the emails.

  • Voter ID Resurfaces In State Legislatures, But ALEC Remains Incognito In Media Coverage

    As conservative legislators in nine states renew the push for restrictive voter ID laws, their efforts have been aided by state media outlets that continue to ignore or misinform readers on the issue.

    Republican lawmakers in several states  -- Alaska, Arkansas, Missouri, Montana, New York, North Carolina, Virginia, West Virginia and Wisconsin -- have stated that new or more restrictive voter ID rules will top their agendas in 2013. (Republicans control both houses of the legislature in all those states but New York and West Virginia. In Virginia, the GOP controls the House and maintains a 50/50 split with Democrats in the state Senate.) These proposals come just weeks after the 2012 election, in which there was no evidence of massive voter fraud.

    Media Matters analysis of the largest newspapers in each state found that coverage of these new voter ID initiatives has been largely devoid of context about the overstated dangers of voter fraud or of the significant influence of the American Legislative Exchange Council (ALEC), a shadowy organization dedicated to pushing a homogeneous conservative agenda state-by-state. Only four of the nine newspapers covered the 2013 initiatives at all, and only one mentioned ALEC.

    Wisconsin-based radio host Charlie Sykes may want to be the next Glenn Beck.

    But a new marketing project aimed at spreading his hard conservative talk brand beyond home station WTMJ of Milwaukee to web, video, social media and perhaps other media outlets owned by parent company Journal Communications is drawing concern in the state's media community. Sykes' burgeoning network of platforms resembles nothing other than a smaller-scale version of the former Fox News host's sprawling web-based empire.

    "That is a fair comparison," says Don Walker, a 34-year veteran of Milwaukee Journal Sentinel, which is also owned by Journal Communications. "Glenn took this huge, I think risk, getting off Fox, or he was pushed, and he left Fox to form this very, very different venture. I think there is some comparison to that Charlie is making a move in a direction that he senses that he can make a move nationally, that he can make a move in a national direction."

    Charlie SykesThat potential move is causing distress in the ranks of the state's journalists, including among reporters at the Journal Sentinel who say the paper already suffers from its association with Sykes' hard-right views.

    Several newspaper staffers point to Sykes' partisan approach as undermining the paper's image as the source for fair, unbiased news.

    "I know that it frustrates some people," Craig Gilbert, who works out of the Journal Sentinel Washington, D.C., bureau said about his newspaper's staffers. Gilbert called Sykes "a guy who takes sides in all these political battles" and said the radio host's show "certainly has an impact on the Republican party, all of the conservative talk, on Republican primaries. It's a venue where if you are a Republican politician, you can speak to your base in a sympathetic environment."

    Walker agreed.

    "I think there's probably people out there who feel we're this large cabal and that we're force-feeding our particular views on all our products," he said about Sykes' impact, later adding, "he does this show, I think it is highly, highly partisan, there is no mistaking where he is coming from. I think a lot of people, including journalists, feel that most of the time he is there just to repeat Republican Party talking points."

    In just the last year, Sykes, 57, has used his platform to become a major voice in the nationally-followed recall election of Republican Gov. Scott Walker, and more recently has enjoyed access to GOP vice presidential nominee Paul Ryan, whose congressional district is just south of Sykes' home base.

    A former reporter for the Milwaukee Journal (which merged with the Milwaukee Sentinel in 1995) and one time editor of Milwaukee Magazine, Sykes launched his radio show nearly 20 years ago on WTMJ. He also hosts a Sunday morning political talk show on WTMJ-TV and this year produced his sixth book A Nation of Moochers (St. Martin's Press, 2012).

    But it may be Sykes' newest effort, the ambitious Conservative Politics Digital Project, which will extend his reach even further. The project, using the website, seeks to take his outspoken conservative approach and expand it to many platforms, including podcasts, web columns, videos, and on-location events.

    Given his recent high-profile connections to some of the country's conservative leaders -- and the backing of a communications company that owns 48 television and radio stations in 12 states -- observers say Sykes has the platform to push his far-right views nationally.

    "He is a smart, ambitious guy and I would not be surprised to see him go beyond WTMJ," said Jim Romenesko, who runs an influential media news website and worked with Sykes at Milwaukee Magazine in the 1980s. Asked if Sykes could reach that national level, Romenesko added, "I think so, he's smart, he's very quick and I think he has what it takes to really capture the audience's attention. He knows how to play that talk radio game."

    An online ad for a managing editor of the Conservative Politics Digital Project indicates it will be a very direct effort to push a conservative message, describing it as "a new suite of digital products related to Charlie Sykes and targeted at Conservatives in Wisconsin."

    Dozens of voter ID laws have been introduced in state legislatures over the past two years, including particularly strict measures passed in seven states in 2011 -- Alabama, Kansas, Rhode Island, South Carolina, Texas, Tennessee and Wisconsin. There is widespread evidence that this surge of voter ID laws stems from model legislation crafted in 2009 by a conservative group called the American Legislative Exchange Council (ALEC). But a Media Matters analysis has found that the largest newspapers in the seven states that enacted voter ID laws in 2011 have largely ignored ALEC's influence. Indeed, of the newspapers examined, only Rhode Island's Providence Journal mentioned any connection between the state's voter ID bill and ALEC.
