Obviously, it will be challenged, but it is true that having a child born in the U.S. is a motivator. It does help the illegal immigrant obtain residency. The child can apply for the parent. We've talked about birth tourism in Southern California. That's a big problem. The medical bills along the border with county hospitals there, that's a problem.
