BILL HEMMER (CO-HOST): Now there is a suggestion in all this that [former U.S. Attorney Preet Bharara] was investigating Donald Trump. Was he?
ANDREW NAPOLITANO: I think that is a political suggestion. It is true that several people filed complaints against the president with Mr. Bharara's office arguing that he is illegally receiving dividends on stock from corporations he owns. Something he's absolutely entitled to do while he's president of the United States. So those complaints, I believe -- I say I believe because none of this is public -- were dismissed as frivolous. So frivolous I doubt they even made it up to his level as the head of the office. And I think that Congressman [Elijah] Cummings [(D-MD)] really owes the president an apology for suggesting that the president would interfere in a prosecution of himself. That itself would be a criminal act.
